The WMO Regional Association II (Asia) Aeronautical Meteorology Webinar 2025 was organized by the RA II Expert Team on Services for Aviation (ET-AVI) under the RA II Working Group on Weather, Climate, Water and Related Environmental Services and Applications (WG Services).
This webinar responded to training needs identified in the QMS survey and EC-78 Resolution 7, focusing on aviation hazardous weather including volcanic ash, sand dust, significant convection, and low visibility.

It also promotes transparency and accountability, aligning service delivery with user needs while adhering to international standards, such as those set by the International Civil Aviation Organization (ICAO).Without effective cost recovery mechanisms, meteorological agencies may face budget constraints, compromising their ability to provide the reliable and high-quality data that aviation operations demand. This webinar explores the potential significance of cost recovery in maintaining the financial sustainability and operational excellence of meteorological services, and its role in supporting the aviation industry.

During 3 to 6 December 2024, the Hong Kong Observatory (HKO) cooperated with the International Civil Aviation Organization Asia and Pacific Office (ICAO APAC) and organised an international workshop on "Aviation Meteorological Science and Service Development" under the Voluntary Cooperation Programme (VCP) of the World Meteorological Organization (WMO).
Distinguished speakers from international organisations and meteorological services worldwide shared their expertise. The four-day workshop covered extensive topics including the latest international developments in aviation weather services, artificial intelligence applications, System-Wide Information Management (SWIM) and space weather.

This webinar explored the role of machine learning and artificial intelligence in modern weather and climate prediction, examining how these techniques operated and where they added the most value compared with traditional numerical prediction methods. The discussions provided insights into the prospects and performance of AI‑based weather prediction, while also highlighting key challenges associated with applying these approaches in data‑sparse regions. The session supported informed decision‑making on the effective use of AI in operational forecasting and risk management, and was aimed at National Meteorological Services, research scientists, regional organizations and technical teams, as well as risk management professionals, government authorities, and non‑governmental organizations in WMO RA IV and beyond.

This webinar brought together members of the WMO RA IV Expert Team on Services for Aviation and invited stakeholders to share updates, experiences, and best practices related to aviation meteorological services in the Region. The session provided a platform to discuss ongoing activities, emerging challenges, and opportunities for enhancing service delivery, coordination, and compliance with WMO and ICAO requirements. It supported continued collaboration among National Meteorological and Hydrological Services, regional experts, and partners engaged in the provision of aviation weather services.

The webinar will address part of the training and development needs of aeronautical meteorology in the RA II region, including the needs expressed through the above QMS survey. The webinar will focus on topics related to the implementation of QMS for aeronautical meteorological services, competency and qualification frameworks, aerodrome nowcasting, etc., with sharing of good practices implemented in the RA II region. Besides, initial findings of the survey would be presented and the conduct of survey would be encouraged during the webinar for Members not yet complete their return.

The primary goal of this workshop is to improve SIGMET availability and accuracy by reviewing current practices, learning new techniques, as well as strengthening the collaboration and coordination between National Meteorological and Hydrological Services (NMHSs). In addition to SIGMETs, TAF consistency, aviation hazards, and topics in QMS and Competencies relevant to the operational forecaster will be reviewed.

The main focus of the workshop is to discuss about various aspects and issues related with Aviation weather forecasting and competency requirement for AMF. Competency assessment tools, assessment process and how competency is ascertained etc. are discussed in detail in the workshop. The issues related with the application of Forecast and warnings for international air navigation and production of TAF are also discussed. Aviation weather hazards, forecasting and warning are emphasized in the workshop, besides Quality Management System and competency assessment in the field.

The Workshop is organized by the RA IV Task Force on SIGMET and Competency of Aeronautical Meteorological Personnel, with support from the WMO Office in Costa Rica and the Aeronautical Meteorology Division (AEM/WDS). The objective of the Workshop is to assist RA IV Members to improve their SIGMET practices and resolve related deficiencies, and to progress the competency assessment of the aeronautical meteorological forecasters.
